“During the 1940s when the Social Security Administration started. Many court house did not have records so the ‘Delay of Birth Certificate’ began. In order for a person to get one, they had to have a relative sign and document that the person who he/she was and their date of birth. Besides the normal information on a Birth Certificate, sometimes it gives other helpful information for your research.”
